KPIL – HG Infra JV Emerges L1 for Thane Metro’s First Major Civil Contract

In a significant development for Maharashtra’s urban infrastructure push, the Kalpataru Projects – HG Infra Engineering Joint Venture (KPIL–HGIEL JV) has been declared the lowest bidder (L1) for the first civil construction package of the Thane Metro project, officially known as the Thane Integral Ring Metro Project.
The announcement was made by Maharashtra Metro Rail Corporation Ltd. (MMRCL / MahaMetro), marking a crucial step forward for the 29-km metro corridor designed to reshape mobility in Thane city.
About the Thane Integral Ring Metro Project
The Thane Metro project received Cabinet approval from the Central Government in August 2024, with an ambitious completion target of 2029. The project carries an estimated total cost of ₹12,200 crore and will consist of:
- Total Length: 29 km
- Stations: 22
- 20 Elevated
- 2 Underground
Once operational, the corridor is expected to significantly reduce congestion and improve east-west and circular connectivity across Thane.
Package C-01: Scope of Work
The L1 bid pertains to Package C-01, which forms the backbone of the metro’s civil infrastructure.

- Construction of Elevated Metro Viaduct:
20.527 km between the Underground Ramp and Balkum Naka - Depot Approach Viaduct:
Leading to Kasarvadavali Depot - Three Special Spans:
Over existing Mumbai Metro Line-4 (Green Line) and Line-5 (Orange Line)
⚠️ Note: Construction of metro stations along this corridor will be executed under separate contracts, for which tenders are yet to be floated.
Financial Bid Details (Package C-01)
MahaMetro invited bids in May 2025, with a project estimate of ₹1,424 crore and a 30-month completion timeline—a schedule that many in the industry consider extremely tight.
Out of six bidders who qualified technically, one JV was disqualified due to non-compliance. The final financial standings were:

As per HG Infra Engineering’s disclosure to the NSE:

- Kalpataru Projects Ltd.: 60%
This partnership blends Kalpataru’s metro construction experience with HG Infra’s execution strength in large-scale civil works.
General Consultant (GC) Tender Update
Earlier in May 2025, a consortium comprising:
- AECOM India Pvt. Ltd.
- Egis Rail S.A.
- Doyen Engineering Services Pvt. Ltd.
was declared the preferred bidder for the General Consultant (GC) role. However, no Letter of Acceptance (LOA) was issued.
In a surprising move, MahaMetro cancelled the GC tender in September 2025 and re-invited bids in October 2025. The reasons behind the cancellation remain undisclosed.
